Country Manager - Role Description

Division: Programmes

Location: Bangladesh, Pakistan, Ethiopia, Madagascar, Malawi, South Sudan, Tanzania, Uganda, and Zambia.

Responsible to: Head of Region

Job Purpose

We are seeking nine Country Managers for the following WISH2ACTION consortium countries: Bangladesh, Pakistan, Ethiopia, Madagascar, Malawi, South Sudan, Tanzania, Uganda, and Zambia.

It is essential that successful candidates have the right to work within the country in which they manage.

The post holder will be responsible for supporting and managing an effective WISH2ACTION consortium programme in the allotted country programme.

Key Tasks

  • To coordinate and facilitate the operationalization of smooth partnership between WISH2ACTION consortium partners in the country including chairing consortium meetings, meetings with government, DFID and other stakeholders
  • To provide support to all consortium partners in the country to implement the project in cost-effective and efficient ways (identifying synergies within the project and with other similar programs, identify challenges and contribute to solution seeking, documenting and promoting promising, good and best practices)
  • To serve as a link between WISH2ACTION Hub and the MA and consortium partners in the country (and vice versa) for various technical, operational, financial and administrative needs. As well as, sharing progress, achievement, success stories, challenges, feeback, guidelines, tools, etc.
  • To identify, trouble short and escalate issues of concern from the MA and/or consortium members to the WISH2ACTION Hub through the Head of Region
  • To review DFID Country Engagement Plans with MA and consortium partners
  • To undertake project site visits to assess project implementation, identify challenges and contribute to solutions.
  • Support coordination of strong and effective links between various partner efforts to ensure successful delivery of WISH targets.
  • Identify and support opportunities for evidence generation and documentation, including coordination of initiatives with local research organizations
  • Ensure data reporting timelines and quality standards are met, including rollout of WISH data platform and support of data quality action plans
  • Coordinate monthly data reviews with country stakeholders
  • Oversee annual client exit interview process and periodic data collection initiatives such as Barrier Analysis and PEER methodology, including contracting of local researchers, ensuring adherence to protocol and timelines, and supporting logistical arrangements
  • Support Third Party Monitoring agency visits and data audits
  • To ensure gender is effectively mainstreamed within the remit of the post and in line with IPPF’s Gender Equality Policy.
  • To build and maintain positive relationships with all members of staff, and contacts within and outside the Federation.
  • To become familiar with the Federation’s Health and Safety Programme and Guidelines for using Visual Display Units. To do everything possible to ensure a healthy and safe working environment, including following instructions and guidance.
  • To undertake such other reasonable duties as may be requested from time to time.
  • The candidate must demonstrate an understanding of and commitment to safeguarding in local and international context and demonstrate a willingness to sign and adhere to IPPF’s Code of Conduct and Safeguarding Policies

  • To support the finance manager in reviewing and advising on effective and efficient spending of Member Association country budgets as required to monitor and review the programme.
  • To advise the Head of Region of country consortium partners performance and results.
