This is an exciting new opportunity for an exceptional senior leader to shape and deliver significant growth in HSE's commercial portfolio. HSE has been undertaking commercial work through its world class facility in Buxton, the Health & Safety Laboratory (HSL), for over 20 years. Recent strategic changes now put focus on developing the commercial provision of HSE's IP, skills and know-how across a much wider knowledge base. This includes building on HSE's existing international, shared research and data analytics work.
The postholder will report directly to the HSE Science & Commercial Director (Karen Russ) and will be a member of the HSE Science & Commercial Leadership Team.
The role requires the interpersonal skills to establish professional credibility quickly, to influence at International Ministerial and CEO level, and the energy to thrive in a broad and demanding commercial environment. Alongside business growth, the individual will need a track record of commercial leadership within scientific and technology organisations and the credibility to operate at executive level.

HSE is highly regarded both nationally and internationally. The benefits that our work brings to business, workers and the UK economy are clear. Improved health and safety risk management protects workers and translates into reduced sickness absence, lower healthcare and welfare costs, and better productivity.
Our plans for the next 3 - 5 years see us building on this rich heritage. We will continue to innovate and refine how we operate as a regulator to ensure that we remain modern, effective and relevant. Alongside this, our ambitions include capitalising on our considerable know-how and expertise on a commercial basis.
The Science Directorate is that part of HSE responsible for Science and Commercial work. It brings together a range of specialists who often work in interdisciplinary teams and experimental facilities that are significant on a world scale. Its teams provide evidence to support major incident investigations and policy development, annual national statistics as well as undertaking high quality R&D and foresight work for HSE. This expertise provides the foundation of HSE's commercial work which allows other Governments and private sector organisations to access technical skills and experience to significantly improve their approach to Health & Safety.
The Directorate is home to HSE's commercial expertise, business development teams and processes behind a consistent growth in commercial income. Existing income streams include specialist consultancy services, training and software products. These are sold across UK private and public sector, and internationally (often on a government to government basis). The majority (but not all) of the commercial projects and activities within HSE will be led, resourced and delivered from within this Directorate. We are now looking to accelerate our growth with ambitious new major commercial opportunities.
Example of recent commercial activities include:
- Taking forward and evolving business development plans for HSE to meet the goal of more than doubling commercial income within five years (£15m to £35m), and supporting this by continuing to strengthen the necessary commercial disciplines and capabilities across HSE.
- Embedding recent changes within the Science Directorate (new HSE Science & Commercial Director took up post Feb 1st 2016), engaging colleagues to give further impetus to collaborative working, enhanced customer focus and continuous improvement in the breadth, depth and relevance of its scientific expertise.
- Continuing to raise the profile of HSE's capabilities, both in the UK and internationally, so that it is recognised as a world leader in its field and as a centre for expertise that can be applied well beyond HSE.
Linked to this is our need to respond to pressures on government funding, to support our Chief Scientist and others in developing opportunities for investment in our science by others, and to develop our people in a way that enables a sustainable high performance for commercial clients.
It will be important to engage effectively with other teams across HSE, to draw on their extensive knowledge of the sectors we regulate and to harness ideas for potential future services. You will also have responsibility for building a wider capability across the HSE by raising awareness, sharing knowledge and transferring commercial skills to others.
